Government information should be free to the public. This is particularly true of the judicial branch. While "pay per use" is a nice idea, the fact is that the major costs are associated with the criminal justice system, and the civil litigation side of the docket is presently subsidizing the criminal side (ie, civil pays full freight for fees, takes the last place in line to criminal trials and appeals, and so on). Any suggestion that additional "pay for use" fees would be imposed make those of us who regularly "pay for other folks' use" grab for our wallets.
